C&D Logistics has Becomes the First Customs Clearance Enterprise in "Two-Step Declaration" Pilot of Fujian Province

On the morning of October 9th, the wine imported from Chile by C&D Logistics Group Co., Ltd. passed the two-step declaration mode and entered Xiamen port. This is the first "two-step declaration" reform pilot business in Fujian province, and the release of this order marks the formal launch of the "two-step declaration" reform in Xiamen customs district.


 

On the morning of the same day, in Haicang port of Xiamen Free Trade Zone, the declarant of C&D Logistics Group Co., Ltd. submitted a "brief declaration" of a single order of 14,112 bottles of wine imported from Chile through the company's "two-step declaration" module. The declaration information was then sent to Haicang customs which is affiliated to Xiamen customs. After the system review, the customs declaration of this ticket was successfully picked up and released. The whole process from electronic declaration to delivery release only took 72 seconds.

In August this year, C&D Logistics was invited to participate in the first batch of enterprises to trial the "two-step declaration" customs clearance mode at Shenzhen port, and successfully completed the first order of "two-step declaration" on October 8. This order is Anchor butter imported from New Zealand. Before the arrival of the goods at the port, the company has submitted a brief declaration and got the inspection notice within a short time. The goods were successfully picked up and released.


 

"Two-step declaration" is the inheritance, development and innovation breakthrough of the current declaration system under the mode of "one-time declaration and step-by-step disposal", the result of the national integrated customs clearance reform. Under the new model, customs allows enterprises to independently choose the way of "brief declaration" or "complete declaration" according to actual needs. After the arrival of the goods at the port, the customs clearance time is shortened from the original 3-5 days to 1 day, which greatly reduces the demurrage time of the goods and greatly improves the customs clearance time. Especially for the situation that goods have arrived at the port, but documents have not arrived, "two-step declaration" customs clearance mode can help solve the late arrival of documents and avoid producing demurrage fees, which really help enterprises reduce costs.
